MOSCOW, July 27. / TASS /. The Government of the Russian Federation submits to the State Duma bills that equalize state and non-governmental organizations in the sphere of social services. The corresponding document was published on Friday on the website of the Cabinet.
"The bill is aimed at creating equal conditions for state and non-state organizations involved in providing public services in the social sphere, eliminating the existing inequalities in the financing of such activities", – the government said in a statement.
In particular, the bill "On the state (municipal) social order for the provision of state (municipal) services in the social sphere" provides for joint competitions between non-governmental organizations and state institutions to provide state and municipal social services to the public. Such an approach should encourage state organizations to improve the quality of services provided. The bill also introduces the possibility of using the population certificates that allow them to choose organizations that provide public services. This will allow non-state institutions to refuse charging fees for services in the sphere of additional education and to expand the choice for citizens.
It is specified that the draft law will create a legal framework within which competitive selection of executors of state and municipal services can be conducted. It will also allow for the first time to form and publish in public access data on the volume of social services, the provision of which the state guarantees in the relevant fiscal year.
The bill "On the Introduction of Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Adoption of the Federal Law "On the state (municipal) social order for the provision of state (municipal) services in the social sphere" is offered within the framework of the state social order for services in the sphere of education, culture and art to form state assignments in accordance with the control figures of admission. At the same time, the right to decide on the distribution of control figures between state and municipal institutions remains with state and municipal authorities.
The purpose of the bills is to hanging the quality and accessibility of public services for the population in the areas of education, health, social protection, employment, physical culture and sports. The draft laws submitted by the Ministry of Finance were reviewed and approved at a government meeting on July 19.
